1. Animal Testing

NTU’s policy for animal testing was established in accordance with regulations stipulated by the Council of Agriculture, the Executive Yuan, and other government agencies (e.g., the National Science and Technology Council and the Ministry of Health and Welfare). NTU has set up the “Institutional Animal Care and Use Committee” (IACUC) and “Animal Experimentation Proposal Review Committee” to handle related issues. The Office of Research and Development assists and supports IACUC and the assessment team to promote this execution. All animal experiments are to pass the review before they can be implemented.

2. Research Project Ethical Assessment

To ensure the propriety of research conducted on human subjects and to protect the interests of the study participants, researchers must submit a research project ethical assessment application before commencing with research projects involving the recruitment, either by the research principal investigator or by the executor, of an individual or a group to be subjects for experimentation, investigation, observation, case analysis, research disposition or to provide personal information according to the needs of the research. Biomedical research projects are to file their applications to the NTU Hospital Research Ethics Committee Office, while research projects in behavioral sciences and social sciences should apply for ethical assessment to the Research Ethics Office of the Office of Research and Development.

3. Regulations on Hiring Project Staff Members (including full-time and temporary personnel)

  1. If the principal investigator of an NTU research project deems it necessary to recruit project staff, he or she must proceed in accordance with the University’s recruitment and employment procedures. The principal investigator must adhere to the regulations regarding the hiring of the following persons as project staff members in order to avoid conflicts of interest: the spouse of or a relative within the third degree of kinship, either by blood or by marriage, to the principal investigator, a co-principal investigator, a co-investigator, or the head of the implementation department/institute; and the spouse of or a relative within the third degree of kinship, either by blood or by marriage, to a supervisor of any level at the department/institute responsible for the project’s implementation.
  2. If the principal investigator wishes to carry out early termination of the employment contract of a full-time project member to whom the Labor Standards Act is applicable, provided that such termination is lawful, he or she shall submit the completed Industrial-Academic Cooperation Project Personnel Report Form for Involuntary Separation and Early Termination of Contract to the Integrated Affairs Division, Personnel Department 14 days prior to the intended date of termination.

4. Attendance Management of Project Staff Members (including full-time staff, postdoctoral research fellows and temporary personnel)

  1. The project investigator shall supervise that the project staff signs in and signs off online using the Attendance System in accordance with NTU rules every day to avoid issues caused by irregular attendance. For off-campus sign-in and sign-off, please obtain approval and notify the Personnel Department.
  2. Project staff and post-doctoral fellows shall apply online using NTU’s Attendance System and ask the project investigator to approve their applications for business trips and leaves of absence. In addition, the attendance and leaves of absence of project staff shall be governed by the Labor Standards Act (hereinafter referred to as the Labor Act), the Regulations of Leave-Taking of Workers, and the Act of Gender Equality in Employment. NTU has also established the Cooperative Education Project Guidelines and the Cooperative Education Project Employment Guidelines (please visit the Personnel Department website and look under “Personnel Regulations” for the relevant regulations). If there are special agreements for business trips and leaves of absence between the project investigator and project staff (such as an extension of annual paid leaves), the Personnel Department should be notified following approval in accordance with the procedures to facilitate changes on the Attendance System.
  3. If the project investigator needs project staff to work overtime (work outside of regular working hours), the project staff shall apply for overtime online using the Attendance System of NTU and receive the approval of the project investigator and the project department supervisor before starting to work overtime. The project investigator shall let project staff have at least 30 minutes of rest before starting to work overtime in accordance with Article 35 of the Labor Act. Furthermore, the project investigator must not make staff work for over 6 days consecutively in accordance with Article 36 of the Labor Act. The project investigator shall pay salary to those who have unused compensatory leaves for overtime or unused annual paid leaves in accordance with Article 32-1 and Article 38 of the Labor Act and Article 24-1 of the Enforcement Rules of the Labor Standards Act.
  4. The attendance of temporary workers shall be governed by the management rules formulated by the project investigator in accordance with relevant regulations of the Labor Act, the Regulations of Leave-Taking of Workers, and the Act of Gender Equality in Employment. The project investigator shall also keep an attendance record for 5 years and provide it to labor inspection units for review.

5. Part-time Student Assistants in Research Projects/Student Recipients of Research Scholarships

  1. If the principal investigator of an NTU research project deems it necessary to recruit student assistants or research scholarship recipients for his or her project, he or she must first complete the relevant University procedures in compliance with NTU regulations. The principal investigator must adhere to the regulations regarding the hiring of the following persons as project staff members in order to avoid conflicts of interest: the spouse of or a relative within the third degree of kinship, either by blood or by marriage, to the principal investigator, a co-principal investigator, or the head of the implementation department/institute; and the spouse of or a relative within the third degree of kinship, either by blood or by marriage, to a supervisor of any level at the department/institute responsible for the project’s implementation. In addition, the principal investigator must also comply with the following:
    • Employment-based part-time student project assistants are required to sign in and out in person in accordance with the agreed-upon work schedule. Work and rest hours, leaves, rest days, and fixed days off of the assistants shall be arranged in compliance with the Labor Standards Act. The principal investigator shall be kept fully aware and in control of each assistant’s attendance. Attendance records shall be retained for five years. Assistants should go through separation and insurance withdrawal procedures before early resignation and termination of the contract.
    • Project Research Scholarship Recipients (Project Learning-oriented assistant) must have record of project participation (such as experiment log and attendance records in project-related meetings) for future reference. If early termination is necessary for any reason, it shall be handled according to administrative procedures in the “Project Research Scholarship Recipients Termination System.”
  2. If an employment-based part-time student project assistant is a foreign national, a work permit must be obtained from the Ministry of Labor in compliance with applicable laws. He or she may then proceed with the hiring procedure based on the start and end dates of employment approved by the government.
  3.  If the principal investigator wishes to carry out early termination of the employment contract of an employment-based part-time student project assistant, provided that such termination is lawful, he or she shall submit the completed Industrial-Academic Cooperation Project Personnel Report Form for Involuntary Separation and Early Termination of Contract to the Division of Research Project Affairs (if the project is funded by a governmental agency or institution) or the Division of Industrial-Academic Services (if the project is funded by a non-governmental entity) 14 days prior to the intended date of termination.

6. Use of Balance from Research Project Funding

(1) Description

If there is any surplus (excluding funds from rejected reimbursement applications) after the principal investigator handles project conclusion and completes reimbursement procedures, unless the contracting organization requires surplus to be returned, NTU will deduct NT$10,000 from any surplus exceeding NT$10,000 (inclusive), and then 80% of the remaining amount will be disbursed by the Accounting Office into the dedicated account of the principal investigator for use until separation or retirement.

(2) Available Items

Any remaining funds must be used for teaching and research purposes, and may not be used as the individual remuneration of faculty members. The funds shall be used for the following items according to the reimbursement table:

    1. Personnel expenses for post-doctoral researchers, assistants, temporary workers, interns, etc., who are hired to assist in teaching or research.
    2. Expenses for inviting local and foreign scholars and experts necessary for teaching or research to participate in seminars, conferences, collaborative research or experiments.
    3. Purchases of research equipment, books, consumables, and other expenses incurred by research (e.g. annual fellowship fees, meal allowance, etc).
    4. Travel allowance for participating in teaching and research-related conferences, inspections, research, trainings and experiments.
    5. Expenses for supporting activities for promoting cooperative education (e.g. research results exhibition).
    6. Necessary expenses for patent application, maintenance, technology transfer, and promoting NTU’s research results.
    7. Other college or university-level R&D projects or temporary or special expenses needed by individuals, research groups, and college or university-level R&D units.

7.NTU Higher Education Sprout Project – Subsidy for Postdoctoral Researchers

(1) Full-time NTU faculty members and researchers are eligible to apply for this subsidy (one postdoctoral researcher per applicant), only 1 post-doctoral researcher may apply per application in principle.

(2) Application dates: Applications will be reviewed upon submission.

(3) Eligibility: The applicant must conduct a Ministry of Science and Technology (MOST) research project. If the applicant has already received approval for a number of post-doctoral fellows, the applicant shall give priority to these post-doctoral fellows and submit relevant supporting documents. If the applicant needs additional post-doctoral fellows for the research, he or she may apply to NTU again. If the research project of the applicant has not received the post-doctoral fellow subsidy approved by the MOST, we suggest that the applicant should apply for an immediate review upon request to the MOST before applying to the Office of Research and Development with supporting documents.

(4) In the case that the postdoctoral researcher employed is of foreign nationality, the university will subsidize his/her one-way flight ticket for the first year of employment.

(5) Outstanding postdoctoral researchers may be rehired by the employing unit to be specialized project instructors after review and approval.

8.Precision Instrument Fee Subsidy Trial Project

(1)Application criteria: NTU full-time teachers who satisfy any of the following criteria are eligible to apply:

  1. The applicant carried out research projects funded by government agencies (including the National Health Research Institutes) in the past 3 years.
  2. The applicant is a newly recruited faculty member of the current year.
    ※The maximum subsidy amount for applications each year shall be adjusted in accordance with the Office of Research and Development funding.

(2) Funding usage rules

  1. Its usage shall be limited to the five key technology platforms of NTU (mass spectrometry, molecular imaging, electron microscopy, semiconductor processing, and integrated biomedical engineering).
  2. The funding shall be used for the reimbursement of the accounting codes issued by NTU’s Accounting Department only
    (1) Mass spectrometry technology platform: KKT2133

    (2)    Electron microscopy technology platform: Material electron microscopy KKE4003, freezing electron microscopy Z647-7

    (3)    Semiconductor process technology platform KKT5781, KKT5782

    (5)    Molecular imaging technology platform: Confocal microscope Z647-1, fluorescence microscope Z647-3, high content cell image recording system Z647-6, and laser total internal reflection fluorescence microscope imaging system Z647-9

  3. The funding must be used before December 10 of the current year. NTU shall collect unused funds after the deadline.

(3) The distribution ratio of precious equipment usage fees received by the project investigator is as follows:

  1. Project investigator 70%
  2. University management fee 10%
  3. College management fee 5%
  4. Department (graduate institute) management fee 5 %
  5. Common Use Precious Instrument Committee 10%
  6. Application dates: apply in accord with the dates announced by the Office of Research and Development.

9.Matching Instrument Grants for the Recruitment of New Faculty

  1. Eligibility: Regular full-time faculty members and full-time research fellows within the first year of their employment.
  2. Amount of funding available: up to NT$500,000 per project (colleges/departments must propose matching funds)
  3. The acquisition of the proposed equipment must take into account whether the equipment in question is already available elsewhere within the University community. In the event that another NTU department/institute has acquired the same equipment, and this equipment is made available to the applicant and indeed fulfills the applicant’s usage requirements, then as a rule the acquisition of a new unit will not be granted.

10.Industry Collaboration Project-related Affairs – Budgeting Administration Expenses

(1) In compliance with Ministry of Education regulations, NTU faculty members are prohibited from undertaking industry collaboration projects on their own without the University’s consent; any contracts entered into must bear the name of the University.

(2) Refer to the following table, which has been summarized from Article 6 of the National Taiwan University Guidelines on Industrial-Academic Cooperation Projects.
